Anatoliy Maksymovych Zlenko: The Life and Formation of an Outstanding Diplomat of Independent Ukraine

Abstract

The article is devoted to a detailed study of the biography, professional career and contribution of Anatoliy Maksymovych Zlenko (June 2, 1938 – March 1, 2021) to the formation and development of the foreign policy of independent Ukraine. The authors traces the stages of Zlenko’s life, starting with his birth in the village of Stavyshche, Kyiv region, his studies at the Kyiv Mining College (1959) and Kyiv State University (1967), as well as the first steps in his diplomatic career during the Soviet era, in particular his work at the UNESCO Secretariat in Paris (1973–1983). This early experience became the basis for his further activities as one of the key architects of Ukrainian diplomacy after independence.


The article pays special attention to Zlenko’s two terms as Minister of Foreign Affairs of Ukraine: 1990–1994 and 2000–2003. During his first term, which coincided with the declaration of independence on August 24, 1991, Zlenko played a crucial role in the formation of the foreign policy service, securing international recognition of Ukraine by over 130 countries around the world, and opening the first Ukrainian embassies. He laid the foundations of a strategic course for European integration, considering cooperation with the countries of Central and Western Europe as a priority for the young state. During his second term, Zlenko focused on deepening relations with NATO and the EU, signing bilateral agreements, and stabilizing foreign policy in the face of domestic and regional challenges.


The article also highlights other important stages of Zlenko’s career, including his work as Permanent Representative of Ukraine to the UN (1994–1997), where he promoted national interests in a global context, and as Ambassador of Ukraine to France (1997–2000), simultaneously representing the country at UNESCO. His theoretical contribution is separately considered, in particular the book “Diplomacy and Politics: Ukraine in the Process of Dynamic Geopolitical Changes”, in which Zlenko analyzes the impact of the collapse of the USSR on Ukraine’s geopolitical positioning and proposes strategies for its development as a subject of international relations.


The author emphasizes that Anatoliy Zlenko became the personification of professionalism, pragmatism, and faith in Ukraine’s potential. His activities were not limited to practical diplomacy: after completing his active career in 2003, he headed the Faculty of International Relations of the Kyiv Slavic University (2010), passing on his experience to young specialists. The article emphasizes Zlenko’s lasting influence on Ukrainian diplomacy, particularly through the principles of multilateral cooperation and the protection of national interests that he championed. The analysis concludes with the relevance of his legacy for modern Ukraine, which, in the face of new global and regional challenges, needs a solid diplomatic foundation laid by figures like Zlenko.
