Anton Denysovych Buteiko: Diplomat and Statesman of Independent Ukraine

Abstract

This article is devoted to the study of the life path, professional activity, and state-building contribution of Anton Denysovych Buteyko – an outstanding Ukrainian diplomat, politician, and public figure who played a key role in shaping the foreign policy system of independent Ukraine.


The paper provides a comprehensive analysis of A.D. Buteyko’s personal development, his educational trajectory from a student at the International Faculty of Taras Shevchenko Kyiv State University to a highly professional diplomat. Special attention is given to the transformation of his worldview – from a Soviet diplomatic official to a committed Ukrainian statesman.


The author thoroughly examines the main stages of Buteyko’s diplomatic career: his service within the Ministry of Foreign Affairs of the Ukrainian SSR, his activity in the early years of Ukraine’s independence, and his work as Ambassador Extraordinary and Plenipotentiary of Ukraine to the USA, Romania, and other countries. Particular focus is placed on his role as First Deputy Minister for Foreign Affairs of Ukraine and his contribution to the development of conceptual foundations of the young state's foreign policy.


A significant part of the research is dedicated to A.D. Buteyko’s role in shaping Ukraine’s Euro-Atlantic course, his participation in negotiations on nuclear disarmament, territorial integrity, and security policy. His input in preparing strategic international agreements that determined Ukraine’s place in the international arena is examined in detail.


The article also analyzes the diplomat’s civic and political activity, his role in parliamentary work and lawmaking, expert and publicist output. Special attention is paid to the formation of a diplomatic school and the mentoring of a new generation of Ukrainian diplomats, influenced by A.D. Buteyko’s professional principles.


Based on archival materials, colleagues’ recollections, and personal documents of the diplomat, the article reconstructs his views on key foreign policy processes, his strategic vision of Ukraine’s place in the system of international relations, and his methodological approaches to diplomatic work.


This research is interdisciplinary, combining the methodology of historical science, political science, and diplomatic studies, which allows a comprehensive exploration of A.D. Buteyko’s role as a founder of modern Ukrainian diplomacy.
