Hennady Yosipovych Udovenko: Life Path and Significant Contribution to the Development of International Relations of Ukraine

Abstract

This article is dedicated to analyzing the life and career of Hennadiy Yosypovych Udovenko (1931–2013), a prominent Ukrainian diplomat who became one of the main architects of the foreign policy of independent Ukraine. The authors examines the stages of his life, beginning with his birth in the city of Kryvyi Rih, his studies at Kyiv University, and the early stages of his diplomatic career within the Ministry of Foreign Affairs of the Ukrainian SSR.


Particular attention is given to his work at the United Nations, where Udovenko represented Ukraine's interests, as well as his tenure as the Minister of Foreign Affairs of Ukraine from 1994 to 1998, during which over 200 international agreements were signed. Among his most significant achievements are the signing of the Memorandum on Security Assurances for Ukraine at the Budapest Summit in 1994 and agreements with Russia and Romania. Furthermore, the article highlights his significant contribution to strengthening Ukraine’s diplomatic relations with European countries, particularly Poland and other neighboring states. Special attention is given to the signing of the Treaty on Friendship, Cooperation, and Partnership with Russia in 1997 and the Treaty on Good Neighborliness with Romania in the same year.


The article also discusses his work as President of the UN General Assembly in 1997, during which he actively contributed to strengthening international security and human rights. After completing his diplomatic career, Udovenko continued his active political engagement, becoming a Member of Parliament of Ukraine, Chairman of the Verkhovna Rada Committee on Human Rights and National Minorities, and a candidate in the 1999 presidential elections.


The article further emphasizes the importance of his contribution to the development of the diplomatic school of independent Ukraine, particularly through his honorary academic titles and authorship of publications. Through his multifaceted activities, Udovenko became not only one of the most influential diplomats but also a significant figure in the political life of the country.
