Нове тристороннє партнерство в галузі безпеки між Австралією, Великою Британією та США – AUKUS: причини створення, наслідки для міжнародної безпеки

Анотація
У статті досліджуються причини створення нового тристороннього партнерства в галузі безпеки між Австралією, Великою Британією та США (AUKUS) і робиться прогноз щодо впливу створення AUKUS на міжнародну безпеку. Аналізуються стратегічні політичні й оборонні документи держав AUKUS на предмет їх політики в Індо-Тихоокеанському регіоні, а також документи Китайської Народної Республіки щодо її політики в Азійсько-Тихоокеанському регіоні.
Встановлено, що Індо-Тихоокеанський регіон має важливе значенняяк для держав AUKUS, так і для всього світу. Під час заяви про створення AUKUS лідери держав нового тристороннього партнерства не згадували Китай, наголошуючи на необхідності збереження безпеки та стабільності в Індо-Тихоокеанському регіоні. Проте очевидно, що причиною створення AUKUS є агресивна політика Китайської Народної Республіки, яка коливається від економічного примусу до безпосередніх погроз застосування сили проти Тайваню.
Основні напрями співробітництва визначені в межах AUKUS сприятимуть підвищенню оборонних спроможностей кожної з трьох держав. Ключовий проєкт AUKUS – будівництво Австралією флоту атомних підводних човнів є важливим інструментом стримування Китаю та забезпечення балансу сил в Індо-Тихоокеанському регіоні.
У статті прогнозується, що створення AUKUS позитивно впливатиме не тільки на безпеку в Індо-Тихоокеанському регіоні, але й на міжнародну безпеку загалом. Зазначене партнерство не створить геополітичну напругу і не приведе до гонитви озброєнь в регіоні. Китай і до створення AUKUS здійснював мілітаризацію Індо-Тихоокеанського регіону, відкидав залучення міжнародних організацій до розв’язання спірних питань з сусідніми державами, трактуючи всі суперечки на свою користь. Не зашкодить створення AUKUS і єдності НАТО через скасування Австралією контракту з Францією на будівництво дизельних підводних човнів. Фінансові проблеми з французькою фірмою врегульовані, зміцнюється оборонна співпраця між двома державами.
