Ідеологічні основи зовнішньополітичного позиціонування Республіки Таджикистан

Анотація
У статті здійснено аналіз відображення ідеологічних основ зовнішньополітичного та державного позиціонування Таджикистану у його доктринальних документах. Основними блоками нашого аналізу стали історичні засади таджицької державності; місце і ролі Таджикистану у всесвітній історії; місце країни у сучасному світі та особливості розуміння світових тенденцій розвитку; місце водної дипломатії в зовнішньополітичному позиціонуванні Таджикистану.
Було з’ясовано, що важливою частиною офіційного ідеологічного концепту Таджикистану є апеляція до арійського походження таджиків, спадку Держави Саманідів та втрат «споконвічних» таджицьких територій. Встановлено, що впродовж 1990-х – 2010-х рр. доктринальне розуміння Таджикистаном свого місця у регіоні еволюціонувало до положення про історичну цивілізаторську місію таджицької нації щодо відсталіших народів регіону.
Важливими елементами ідеології зовнішньополітичного позиціонування Таджикистану у 1990-х рр. стали положення про світський характер розвитку цієї мусульманської держави, виборене під час громадянської війни 1992-1997 рр. та про потребу міжнародної допомоги через бідність і нерозвинутість країни. У доктринальних документах першої половини 2000-х рр. положення про бідність було поєднано з тезою про несправедливість світового розвитку, при якому панує Захід та негативний вплив глобалізації, яка підживлює протистояння цивілізацій. З середини 2000-х рр. відбувається доктринальне переосмислення ролі та місця Центральної Азії у світі – з відсталого та проблемного регіону на місце зіткнення глобальних інтересів та економічно важливий регіон світу, домінування у якому дозволить великим державам отримати контроль над євразійським простором та наблизитись до світового панування. Проголосивши у 2002 р. багатовекторну політику «відкритих дверей», Таджикистан доктринально розширив горизонт взаємодії зі світом, вийшовши за межі дискурсу співпраці лише з сусідніми мусульманськими країнами та Росією.
