The Evolution of NATO’s Strategic Concepts after the End of the Cold War

Abstract

The article analyzes the evolution of NATO’s Strategic Concepts of 1991, 1999, 2010 and 2022. It is established that NATO’s development strategy has constantly been aimed at adapting to changing circumstances, taking into account the available resources needed to achieve the specified goals. Strategic Concepts were the public face of NATO, outlining the main goals and objectives of activities and providing mechanisms for achieving consensus between member states. Based on the analysis, it is concluded that the Strategic Concept is the main document that defines the priorities, values and objectives of the Alliance, highlights the collective assessment of challenges and threats to international security, defines NATO’s political and military tasks in a changing world. In all four recent Strategic Concepts, NATO’s main goal, aimed at protecting the freedom and security of all member states by political and military means, based on common democratic values, has remained unchanged. At the same time, unlike the Cold War period, the Alliance’s security policy, in addition to the task of collective defense, was supplemented by a number of other elements, in particular, the desire for dialogue, the development of cooperation and partnership, and crisis response. It was found that the NATO Strategic Concepts of 1991, 1999, 2010 and 2022 emphasized the fundamental nature of the transatlantic connection for the existence of the Alliance and the indivisibility of the security of member states, and the deepening of European integration and the strengthening of the positions of the European Union contributed to the strengthening of ties between the EU and NATO, which was reflected in the Alliance’s strategic documents. A feature of the NATO Strategic Concepts adopted after the end of the Cold War was the introduction by the Alliance of a broad approach to international security. It has been established that an important place in all the mentioned Strategic Concepts was occupied by issues related to the development of NATO's defense capabilities and the Alliance’s open door policy, which contributed to stability in the Euro-Atlantic region, strengthened the Alliance’s security and its potential.
